PRE-ELECTION STATEMENT ON THE Runoff 2023

The Liberia Elections Observation Network (LEON)^[1] issues the following statement prior to the second round of the 2023 presidential election. The analysis is based on observations from its 73 long-term observers (LTOs) who signed a pledge of impartiality and neutrality and are assigned to each electoral district and its core team of regional coordinators and analysts in Monrovia:
